(AS&D) industry on current and relevant quality,
safety, and regulatory matters in our
industry.

Power of the Pen: Setting the
Standards
As with most
any industry the AS&D industry has volumes of
regulations and standards which prescribe technologies,
work practices, processes, quality management systems,
and so much more.
The intent of these prescription documents is to
establish common frameworks and expectations so that the
industry can exchange in commerce and share in
knowledge.
But, who is defining the standards and
regulations?
The short answer is, those who chose to be
engaged.
If you are
not aware of how standards and regulations are developed
and what role you can plan on the content and final
outcome, you are allowing others to define industry
expectations for you. As an industry
professional you have a vested interest in ensuring your
voice is heard.
The term professional suggests that you are
expert in your profession and that you possess
knowledge, skills and abilities which are consistent
with professional standards. And since
everything is in a constant state of change, then so are
the requisite skills of professionals. To ensure your
relevancy to the profession your contributions and
engagement are required.
The benefits
for organizations to participate in rulemaking and
standards development are substantial. The ability to
influence the content of a rule or standard may result
in reducing costs, improving quality, and most
importantly improving safety. But there are
many other hidden and less discussed benefits. One, not
frequently spoken of benefit is the ability to influence
a standard so that the organization does not have to
change its own practices. Essentially, in
such a case the standard is a documentation of what the
writers are already doing. Which means
everyone else would have to change creating a
competitive position for the writers.
Another
benefit is derived in rulemaking processes. By participating
in rulemaking teams, or by providing formal comment
during comment periods, rules can be influenced to
minimize impact to an industry or industry sector.
Here are
some suggestions for professionals and
organizations alike when it comes to getting involved
and powering the pen.
- As a
professional make sure you know which industry groups
are involved in writing the standards that influence
your profession.
Evaluate where you can best contribute and what
would provide you with professional
satisfaction.
- Know which
standards and rules are under development or are to be
developed in the near term. If you have a
vested interest in the content, then get
engaged.
- Watch the
governmental websites for proposed rulemaking. In the U.S.
this website is referred to as the Federal
Register.
And, contrary to popular belief, the government
is not always right. So, watch for
opportunities to review and comment on new rules or
advisory materials.
- Advisory
documents are not necessarily binding when it comes to
practice.
However, in the absence of other understanding
or sometimes common sense the advisory document
becomes rule-like. Make sure
advisory documents get as much attention as standards
or rules, otherwise you may find inspectors and
auditors enforcing something you may not like.
- Many
companies support regulatory authorities when it comes
time to create safety rules such as an airworthiness
directive.
However, focus may be primarily on the
technical solutions documented in the directive. Make sure
every word in such documents are accurate and fact
based.
When government representatives are allowed to
insert opinion into directives which become rules,
then the door is open for litigation. For example,
there is a very big difference in the words "may" and "will",
especially when the following word is "fail". Applying an
integrated product/process team approach within your
organization to review and draft comments is
definitely a best practice.
- If you are
new to the profession or your organization is not
large enough to ripple the waters of the industry, get
involved in industry groups such as the IAQG and ADLI
and/or professional societies such as ASQ, SAE, PAMA,
ASNT, IEEE, and so on. There you can
find mentors and direction for
participation.
Finally, professionals are
typically employed and have the obligation of
providing input and perspective in the interest of the
organization.
But you are also a private person. There is no
reason you can not support the input to standards
development on behalf of the organization as well as
provide your own perspective if your feel strongly about
something.
At the end of the
day we all have to go back to the requirements documents
and it's a much better feeling to be on the steering end
of the pen than the receiving end.

Workforce Issues
It is not just the boomerang that keeps
coming back - customers are returning in droves to
training specialist Aviation Australia.
Too old to fly in US,
but OK for India (India)
In a practice that flies in the face of
the rules of their home country, 40 US pilots over the
age of 60 are flying passenger aircraft in India. In the
US, they would not have been allowed to do
so.
Maintaining
the U.S. Navy's sea and air deterrent and recruiting and
retaining enough qualified Sailors to man the fleet are
among the U.S. Navy's top challenges in the years ahead,
the officer nominated to lead that force told a Senate
panel Sept. 27.
Are Marine
recruits less and less prepared when they enter boot
camp, forcing drill instructors to push the limits in
toughening them up for combat in Iraq?
The swift end to the United Auto
Workers strike against GM brings to mind the once
ubiquitous car ad, "Not your father's Oldsmobile." The
message was the market place demanded changes and that a
formerly stodgy Detroit manufacturer was ready to make
them.
India's second
independence (India)
While
India's political freedom is 60 years old, its economic
freedom dates to 1991 when the government abandoned the
planned economy in favour of the free market. Since then
it has become one of the fastest growing economies in
the world (8%-9% annually with moderate inflation)
compared to the earlier 'Hindu rate of growth' (3.5% or
less).
Even at their peak, American unions were
never as powerful as their West European cousins. And
these days American organised labour is long past its
prime. Union membership has dropped to just 12% of the
workforce, down from 20% in 1983. Every election year
pundits ritualistically ask whether unions remain
politically relevant.
Market forces advance
prospects for women in the workforce
(CAN)
Market forces will place women and men on
more equal footing in the workplace over the next three
decades, ultimately eliminating the 5 to 15 per cent
wage gap that cannot be explained by factors such as
hours worked, productivity or occupational choice,
according to a new report by TD Economics.
Finland's labour
shortage (FIN)
Finland's population is aging particularly
rapidly, the daily notes, pointing out that this will
soon lead to labour shortages.
Regulatory/Safety Issues
Ex-FAA
agent backs court battle for answers
(USA)
When Flight 11, followed by
Flight 175, took off from Logan International Airport
and slammed into the World Trade Center towers, it was a
one-two punch Brian Sullivan of Plymouth vowed to
avenge.
Between now
and December 31, the FAA is sending teams of aviation
safety inspectors to conduct "special emphasis
inspections" of all Part 135 charter operators focusing
on compliance with FAR Parts 119 and 135 and OpSpec A002
and A008 operational control requirements.
Improve
safety or we'll stop growth, CAAC warns
(China)
The need to increase safety over China's skies
has been underlined by the Civil Aviation Authority of
China (CAAC), which is threatening to put a brake on
excessive airline growth if training is not ramped up
immediately.
The Mainland Affairs Council (MAC) has thrown its
support behind an idea from the Aviation Safety Council
(ASC) to push for the establishment of a cross-Taiwan
Strait aviation accident investigation
mechanism.
ICAO
worries over accident rate in Africa, articulates safety
plan (Africa)
Worried by the high rate of air
accidents in Africa, the International Civil Aviation
Organisation (ICAO) has identified weakness of national
safety oversight as one of the major causes of the
crashes as well as inhibition to the growth of
aviation among African countries and has put in place a
safety plan to address the
situation.
Most control centers track aircraft using
50-year-old radar, a logistical nightmare as planes pass
from one system's zone to another. Last month, the FAA
committed $1.8 billion for new technology, based on GPS,
that should enhance precision and allow for better
coordination of planes on final approach.
The sacked
director of the Airports Authority, Gabi Ophir, is set
to hold a press conference today to offer his version on
the unfolding of events that resulted in his dismissal
by Transport Minister Shaul Mofaz.
Thailand will establish a committee to
improve aviation safety standards with Civil Aviation
Department director-general Chaisak Angkasuwan as
chairman.
Aviation by
far has the highest number of outstanding safety
deficiencies of any form of transportation in the U.S.,
according to the NTSB, which authors an annual Most
Wanted list of recommendations. Congress wants to know
why.
The
European Aviation Safety Agency has issued a call for
tenders for an investigation of the technical
feasibility and safety benefit of a light aeroplane
operational Flight Data Monitoring (FDM) system.
Passenger safety on
legal radar (India)
The
days of airlines in India flouting aviation norms with
impunity will soon be over. The Directorate-General of
Civil Aviation (DGCA) is working on the finer details of
a new set of guidelines that will empower it to levy
hefty fines, detain aircraft within Indian territory or
impose imprisonment of three years on airline officials
who violate aviation safety norms.
Full ADS-B rollout
will take years (USA)
The FAA's decision last month to award ITT
Corp. a $1.8 billion contract (including options) to
develop and deploy automatic dependent
surveillance-broadcast (ADS-B) technology sets in motion
a major NextGen ATC project. But it will take years for
the full benefits to be realized.
The Czech aerospace industry has had a
mixed time of it since the fall of the Communist regime
brought a wave of foreign investment.
Led by the commercial market, the
aerospace industry increased its revenues and profits
last year.
Aviation
industry ranks at bottom of consumer trust scale
(USA)
With some of the most severe and
persistent flight delays in recent history fresh in
traveler's minds, perhaps it's no shock that U.S.
consumers rank airlines among the least trusted in a
list of 30 industries.
Oman Air has
successfully passed the IATA Operational Safety Audit
(IOSA) and renewed its registration as IOSA
operator.
Are air passengers ready for the
introduction of cellphone service within the cramped
confines of a commercial flight?
The world's largest airline catering and
in-flight solutions provider LSG Sky Chefs has decided
to make India its major hub and is planning to open four
new facilities in the country next
year.
If air travel is to
improve, the feds must pass legislation with
teeth.
