be published and available for use in industry. It

The objective of this newsletter is to
provide perspective to the Aviation, Space, and Defense
(AS&D) industry on current and relevant quality,
safety, and regulatory matters in our
industry.

Knowledge
Equals Speed
When
it comes to performing a task, it goes without much
debate that the more proficient one is the more capable
they will be in executing their responsibilities.
So, I will say the more you know the faster you can go.
More specifically, the greater the intellectual
capability within an area of work, fewer errors will be
made and less time spent in attempting to figure out how
to get work done.
Take
for example the first time you assembled a
bicycle. Chances are it was late at night before a
major holiday or birthday. If you are like most
Western people, you probably did not read the
instructions that came with the bike. It was only
after a few trials that the assembly came
together. Now, if you had a second bike to
assemble, chances are you would be able to do such in
much shorter time.
In
industry we refer to this phenomenon as a learning cycle
and we frequently budget our production plans to account
for such. These scales are based on our ability to
"learn out" a process. My question to you is how
expensive are these cycles to your own
organization?
Here
are a few suggestions for reducing learning cycles to
make your organization perform:
- Understand
what your business processes require, related to
knowledge, to effectively execute. Business
process mapping with applied knowledge management
practices will create visibility of what your business
requires to get the job done.
- Measure
the resident knowledge capability of your workforce
and manage the gaps as measurable risk.
- Assess the
impact to knowledge capability and business
performance when losing or changing employees.
Also, recognize the impact when changing key suppliers
in your value-stream.
Bottom-line,
to be the best of the best, and to ensure your
organizational long-term sustainability your
organization must address knowledge capability as one of
your, most valuable processes and resources. The
solution, make knowledge management a funded and
management focus now. Imagine not having the
capability to get the job done, on time.

BA-609 civil tiltrotor certification getting
closer (USA-Italy)
Bell/Agusta
Aerospace Co. (BAAC) recently announced to expect within
2010 the release of the certification for its BA-609
civil tiltrotor helicopter by FAA (Federal Aviation
Administration), EASA (European Aviation Safety Agency)
and ENAC (Italian body for civil aviation).
Australian taxpayers have been spared the
loss of more than $1 billion in the troubled program to
acquire new helicopters for the Australian
Navy.
4,000 may lose jobs before FAA acts
(USA)
"I was fired by the FAA when I had a
birthday," he said. "On April 21 of 2001, I flew a
Boeing 737 full of passengers. The next day, because I
had a birthday, I was no longer safe to do that in the
eyes of the FAA."
If you
employ a large number of baby boomers or even have a
handful of older workers who hold critical jobs within
your organization, this is your wake-up call.
Aviation sector suffering from trades vs.
university education stigma (Canada)
At best, Canada's aviation industry is
facing a crisis when it comes to labour supply for
skilled technical trades, according to one industry
association.
American Airlines, American Eagle and Texas Aero
Engine Services Limited (TAESL), an affiliated engine
repair facility, have qualified for the coveted Federal
Aviation Administration's Diamond Award for excellence
in training their Aviation Maintenance Technicians
(AMT).
A federal labor union has taken issue with
some recommendations in a congressionally chartered
organization's recommendations on reshaping NASA's
workforce to meet a new mission.
In what Wichita Area Technical College
president Peter Gustaf called "a watershed moment,"
Wichita's five major aviation companies Monday announced
a fund of $125,000 to provide scholarships for students
to earn aerostructures technician
certification.
Subcommittee focuses on ensuring the health and
vitality of NASA's current and future workforce (USA)
The House Committee on Science and
Technology's Subcommittee on Space and Aeronautics today
examined a range of National Aeronautics and Space
Administration's (NASA) workforce issues identified by
the recently released reports of two independent review
panels.
The Civil Aviation Safety Authority has
given the Brisbane-based training organization Aviation
Australia approval to operate under the new
standards.
The new president of the nation's largest
pilot union is rallying troops from the four carriers
here to stand up for sleep and pay.
But they aren't all waiting until
56, the
mandatory retirement age for air traffic controllers.
Rather, veteran controllers are choosing to retire
early. The Federal Aviation Administration (FAA)
underestimated the number of controller retirements by
24% from 2003 to 2006.
The decision announced this week to stage
this year's Climate Camp near Heathrow will increase
pressure on BAA to drop its controversial plans to
expand the airport.
Federal
officials are recommending planes be barred from New
York's East River corridor where Yankees pitcher
Cory Lidle was killed in a plane crash.
For years, China has chafed at efforts by
the U.S. to exclude it from full membership in the
world's elite space club. So, lately, China seems to
have hit on a solution: create a new
club.
Cosmonauts to add shield to ISS
(USA)
Two Russian cosmonauts will venture
outside the International Space Station this week on a
mission to protect it from a threat that could destroy
the outpost or force a crew to abandon ship.
The Federal Aviation Administration has
granted the Jacksonville Aviation Authority approval to
move ahead with the licensing process for construction
of a spaceport at Cecil Field in Florida.
The FAA allowed the club to launch model
rockets, some of which were five feet long, about four
miles from the airport into active
airspace.
Mayo Clinic Ariz. to test space tourists
(USA)
Mayo Clinic Arizona could play a critical
role in commercial space travel by screening pilots and
passengers for heart disease, balance disorders and
other medical challenges posed by out-of-this-world
travel.
When a brand-new Kenya Airways Boeing 737
crashed into a jungle swamp this month seconds after
take off from Douala airport killing all 114 people
aboard, authorities mistakenly thought it had plunged
160 kilometers (100 miles) to the south.
A full audit of City of Derry Airport is
to be carried out following its closure due to safety
concerns.
Airports and aviation officials hold out
hope that technological innovation can improve the
quality and efficiency of their security screening as
well.
The FAA recently changed the rules, and
that means several thousand GPS users are, for the
moment, out of compliance.
US, China strategic economic dialogue
concludes (USA)
The second annual Strategic Economic
Dialogue (SED) between the US and China has ended with
"tangible results" .
The Honorable John W. Douglass, who guided
the Aerospace Industries Association for nine years
through both lean and robust economic times, plans to
retire as the group's president and CEO as of Dec. 31.
FAA continues to ignore flawed FTI program
(USA)
The Professional Airways Systems
Specialists (PASS), the union that represents more than
11,000 Federal Aviation Administration (FAA)
employees, cited the system failures in
Chicago as yet another example of serious safety
and efficiency problems with the flawed system.
Aurora
Flight Sciences Corporation has received an Experimental
Airworthiness Certificate (EAC) from the Federal
Aviation Administration (FAA), allowing the GoldenEye 50
Unmanned Aerial System (UAS) to fly in the National
Airspace System (NAS).
Analysis of business jet safety incidents
in UK airspace indicates that business aviation as a
whole does not - as it might have been believed - have
an underlying safety record to rival that of the
airlines, even if the top corporate sector of business
aviation does.
Anyone who is seized by the urge to point
a laser pointer at the cockpit of an airplane might
think better of it, thanks to a bill passed by the House
of Representatives that would make it a criminal act
punishable by five years in prison.
he Federal Aviation Administration is
"caught in a squeeze" between an increasing demand for
its services and the "brutal reality" that it is not
going to see a significant budget increase any time
soon.
Cessna's Mustang gets EASA
(EU)
The
EASA nod makes the Mustang the first new-generation
entry-level business jet to be certified in Europe.
According to the suit, (the
pilot) could not see out of the cockpit due to poor
visibility and had to use aircraft instruments and help
from FAA controllers.
A
seaplane crash near Miami in December 2005 that killed
all 20 people on board when the right wing fell off
resulted from poor maintenance and faulty oversight by
the Federal Aviation Administration, a US safety board
said.
A reluctant Air Canada has agreed -
under threat of subpoena - to co-operate with
former Supreme Court justice John Major and offer its
views on aviation safety to his inquiry into the 1985
Air India bombing.
For the third consecutive year, the
National Safety Council has acknowledged safety
accomplishments at Alcoa Lafayette
Operations.
Basically, what the aviation experts,
especially those running the airports, want is a sound,
effective, and powerful regulator before the scene
explodes.
A recently-issued decree allowing
investors to set up airlines in the country, and Sai Gon
Airlines' receipt of a business licence, suggest that
flying may soon become more affordable.
Senate Commerce Panel approves FAA
Reauthorization (USA)
The Senate Commerce, Science and
Transportation Committee by voice vote approved S. 1300
to reauthorize the Federal Aviation Administration (FAA)
through fiscal 2011, after turning back an amendment by
Democrat Bill Nelson of Florida and Republican John E.
Sununu of New Hampshire that would have stricken a $25
per flight surcharge on flights in controlled
airspace.
Directives 94/56/EC and 2003/42/EC aim to
achieve optimum air traffic safety standards through
exchange of information in the area of accident and
incident investigation and reporting of occurrences in
civil
aviation.

FAA Releases Change C to FAA Order
8100.8B
Please be advised that Revision C to Order
8100.8 became effective May 4, 2007, and is available
online in the Regulatory and Guidance
Library.
This order cancels FAA Order 8100.8B,
Designee Management Handbook, dated July 14, 2003, and
its associated changes.
This revision of the order-
- Incorporates Order 8100.8B,
changes 1 through 3.
- Updates the Acknowledgment of
Responsibilities form.
- Clarifies limits of multiple
appointments as designees and with respect to their
involvements with engineering and inspection of the
same product.
- Identifies specialized experience
requirements for the issuance of special flight
permits (function codes 04 and 16).
- Revises paragraphs 406 and 510
for clarity and to make policy easier to
understand.
- Revises chapter 8 to clarify
designee training requirements.
- Revises termination requirements
and clarifications.
- Updates and/or clarifies AFS
policy regarding on-the-job training in chapter 14,
AFS DAR and ODAR Procedures.
- Includes suggestions and
improvements from previous reviews.
- Incorporates changes necessary to
comply with Order VS 1100.2, Managing AVS Delegation
