The objective
of this newsletter is to provide perspective to the
Aviation, Space, and Defense (AS&D) industry on
current and relevant quality, safety, and regulatory
matters in our industry.

Managing Change as a
Process We have all heard the
saying that "the one constant in life is change".
However, change also brings with it uncertainty - and
with uncertainty, fear can develop. And, fear
can foster an aversion to change. And if
entities are not willing to recognize the need for
change, or are unwilling to engage in the process of
change then the risk of obsolesce increases.
In the natural sciences, Charles Darwin described
the need for biological systems to adapt to changing
environments to ensure survival. Darwin used the
term
requisite variety to describe the
characteristics of organisms to adapt. This same
term is used in the social sciences, and is frequently
referred to as social-Darwinism. So,
why are we talking about this in this newsletter?
Organizations and professionals alike frequently
ignore the need to monitor change and end up losing
their competitive edge. For organizations this
can mean going out of business, reduced revenues, and
reduced customer satisfaction. When
professionals are not paying attention to the need for
change, it typically impacts their ability to provide
value to their organization and/or customers.
If organizations and professionals recognize change as
a constant characteristic of their environment, then
it would make sense to treat change as a structured
process. Organizations and professionals should
consider the variables of change, their source, and
their impact. We must realize that change can
come from any direction. The following are
considerations related to the possible origins of
change.
- Regulatory
changes
- Environmental changes
- Political
changes (e.g., embargos)
- Economic
changes (e.g., cost of fuel and raw materials)
- Demographic
changes (e.g., aging workforce)
- Customer
demand changes
In order to
address change as a process, mechanisms of control must
be established. Environmental scanning is
a methodology to actively assess the identified origins
of change and to recognize where changes may be
occurring. But as with any process, if
environmental scanning is not structured and diligently
deployed it will not provide the level of process
capability needed to identify change quickly.
Once change is identified, then it should be analyzed to
understand its potential impact. Organizations
might deploy risk measurement tools such as failure mode
and effects analysis (FMEA), so that ambiguity might
become measurable. It is important that a
sensemaking activity (as a structured process) is
engaged around the identified change so that it can be
communicated to the organization in terms that it can
understood. Wouldn't it be nice if management
reviews included discussions about change, the risks
associated with change, and decisions related to
managing change integrated with the rest of the
organization's business activities? Change is
constant. And, those who recognize change as such,
instill structured processes to recognize and mange
change, and take timely and informed action with have
the highest abilities to survive in an ever-changing
environment.

Workforce
Cirrus lays off
100 workers (USA)
The Indian
aviation sector may have hit an air pocket because of
an industry slowdown and rising airfares, but a
leading travel and tourism training institute says
this is temporary - the sector will boom, and jobs
abound.
The Northwest
Regional Development Agency (NWDA) has awarded the CML
Group Ltd a grant for £600k, creating 34 additional
jobs for Birkenhead.
Regulatory & Safety
The
ice is likely to have formed from water-which exists
naturally in the fuel-while the aircraft operated for
a long period, with low fuel flows, in the cold
environment associated with high-altitude flight.
The
FAA is rethinking the subject of ice in plane fuel
systems due to a report released today in the United
Kingdom that details what caused a British Airways
plane to crash at Heathrow Airport in January.
As Hurricane
Gustav bore down on the coast of Louisiana over the
Labor Day weekend, the Federal Aviation Administration
said its personnel played a critical role in
evacuating New Orleans and supporting law enforcement
and military flights.
Australia's Civil Aviation Safety
Authority (CASA) has launched two additional safety
audits of Qantas and asked the airline to devise an
action plan aimed at improving its maintenance
management.
Transport Canada's man
in charge of aviation safety doesn't like the term SMS,
referring to it as a "buzzword." But Merlin Preuss has
nevertheless spent a fair bit of time recently
defending the concept, which he says will lead to a
more accountable aviation industry - and safer skies.
Federal Aviation Administration
(FAA) inspectors found an overall compliance rate of
98 percent in more than 5,600 audits of Airworthiness
Directives (ADs) at U.S. air carriers.
Supporters
say new Federal Aviation Administration rules will
allow the FAA to concentrate on more serious safety
issues, while detractors say it is a dangerous
cost-cutting compromise.
The Federal
Aviation Administration is investigating a close call
at Fresno Yosemite International Airport in which a
Skywest airlines jet narrowly avoided colliding with a
private aircraft on a runway.
Airplane
makers and technology companies are working to develop
systems that will help prevent what safety experts say
is the greatest airline hazard in the U.S. and most of
Europe -- on-the-ground collisions.
European and
U.S. regulators have agreed to mandate "aircraft
level" action for Rolls-Royce Trent 800-powered Boeing
777s and are considering potential action for other
certified aircraft/engine combinations.
Civil Aviation
Airlines are being urged to
implement new safety measures for long-haul aircraft
after investigators found that the crash-landing of a
Boeing 777 at Heathrow was probably caused by ice in
its fuel system.
Eclipse
Aviation splits into two divisions (USA)
As part of
its "operational excellence strategy" to finish
incomplete customer-delivered airplanes, improve
production efficiency, fulfill overdue payments to
suppliers, repay deposit holders who have canceled
orders and achieve financial stability, Eclipse
Aviation CEO Roel Pieper has reorganized the company
into two new divisions.
The
Australian International Pilots Association says
pilots and engineer professional associations should
have a mechanism where they can provide the Civil
Aviation Safety Authority alternative intelligence on
the airline's health.
Federal
investigators said Wednesday they're perplexed by the
jet engine fire that preceded the fatal crash of an
air tanker near Reno this week because there's been no
known similar incident before in that type of
aircraft.
With slightly
more than a month remaining in an official
public-comment period, EAA President Tom Poberezny
encouraged members and other concerned pilots to
express their views to FAA policymakers in Washington.
Aerospace
groups dusted off contingency plans on Monday for a
potentially lengthy strike at Boeing, whose workers
halted production for a third day, while shares in the
parent of European rival Airbus got a sharp boost.
San Antonio
takes new technology to sea (USA)
The
amphibious transport dock ship USS San Antonio (LPD
17) deployed Aug. 28 as part of the Iwo Jima
Expeditionary Strike Group (ESG), marking the first
deployment of a ship in the technologically advanced
San Antonio class of warships.
Safety
standards within the shipping industry risk being
compromised further as the world grapples with an
increasing shortage of skilled ship crew, believe
senior industry players.
T he
global shortfall of officers is estimated to be about
10,000, or about 2% of the total workforce, in the
Manpower Update (2005). It forecast that the shortage
would continue to deteriorate, reaching 27,000 by
2015, even assuming stability in factors such as the
increasing size of the global fleet.
Defense
Pentagon
worries about Chinese chips (USA)
Many of the investments that we need to
make for our Navy and our Marine Corps are going to be
shaped by the security environment in the Pacific and in the Asia pacific region,"
The
Navy developed a new fuel analyzer for the Marine
Corps that would enable troops to test captured fuels
under combat conditions and determine their
suitability for use in Marine tactical ground vehicles
and equipment.
"Participating in this
project will allow our young innovators to gain
hands-on professional experience with one of Canada's
most exciting and innovative companies, and together
they will become conveyers of advanced knowledge and
technology to Canada's aerospace industry."
After meeting
with animal rights activists, the British military
said Tuesday that it will study alternative materials
to replace the bearskin hats worn by the soldiers who
guard Buckingham Palace.
Space
According to Dr Adrian Stoica of Nasa's
Jet Propulsion Laboratory in California, which
developed the shadow technology, video from space
could provide enough data to confirm a suspect's
identity.
